Because of the 180 rule, they need to eliminate the closures after the 1st and 3rd quarter. The 2nd quarter may need it since it's also the end of the 1st semester. Some schools in certain parts of the country don't even have a day off between semesters let alone after every quarter!
Winter break should be two weeks especially when Christmas falls late in the week as many people won't be there the days right before December 24. Many school districts across the country take two weeks regardless of what day of the week Christmas and January 1 fall on even if they are on a weekend or Monday so money shouldn't be a reason to not close 2 weeks. I think some people simply aren't used to it.

Yup. They should at least get back to having 182 instructional days like they did before this year, especially considering how poorly they manage the makeup days.
