For in-state UM makes sense, yes in-state may choose UM over ivies.
For OOS, there are several strong private schools such as CMU Harvey Mudd USC, and public engineering school such as Georgia Tech. You really have to wait it out to see what options you have. No, OOS would not ED UM, it's foolish.

My OOS top 5% in his HS kid with top rigor, scores, stats would love to ED Michigan. Unfortunately, it will still be EA for him (us) as we need to look at the financial package.

For sure, I just think some of these comments are a bit too quick to claim that some high stats kids won’t jump on this.
