Pretty much. Districts just need Mr. or Ms. Right Now to "fill" the vacancy. Actual teaching ability is not a requirement. They are trying to recruit laid off federal workers to become teachers in MD. No experience/training needed.

My kid graduated nursing school on time with Honors and it cost me $200k even with merit money. And she graduated debt free. And she plans on doing masters in a year or two while going while working which if a good school can be $50k. By then she will be 26. Plenty of time to make back investment.

But someone at 56 thinking of it not a great payback.

No, they live with me, an empty nester who travels a lot in retirement, to save enough money to purchase a townhouse zone for Langley Pyramid.

Jobs in federal government (even previously prestigious ones) will no longer be competitive. Nobody wants those anymore — unless you like writing 5 bullets every week, constantly being threatened with termination for no reason, having benefits and CBAs cut, and generally being treated like crap.
