Programs will depend on what your daughter will be willing to commit to. I don't think any of them are tied to FCPS instruction but all of them will work on teaching math fundamentals.
Mathnasium, Kumon, Sylvan all have programs that are hourly, and you can choose when you want to go. I think that they give homework.
RSM offers 3 levels of instruction, there is an evaluation before your child enrolls and the school will tell you what level to enroll your child in. The classes meet for 90-120 minutes, once a week, and there is homework. The goal is to help each child learn the material well enough to be able to progress a level each year.
Tutoring is a different program, but I suspect it is more expensive. Your school should have a list of tutors they recommend
