I am unsure whether the hand on the knee compliment counts as getting hit on. The fact that she did it in front of some other team moms makes me think that she did think your eyes were beautiful while not giving you a sign that she was interested in something more intimate. I would be more inclined to believe she wanted more if she had done this privately.
Most men (and women) mistake someone making a kind gesture toward them as getting hit on. Most of the time, it is just a kind gesture.
Likewise, a snarky gesture may be a come-on. For example, I was at Whole Foods once, trying to figure out how to find the right ingredients for a recipe. A woman watching me struggle said, "Let me help you find the stuff on your list. You are too clueless to do it on your own." And help me she did. First, she helped in the store, and later she provided a lot more help at her place and mine.
