Not really. It is usually a sign that they have been inadvertently trained to pee/poop in the crate by owners who are either clueless or cruel and leave them crated beyond their ability to wait. It requires extra work to undo this, but it can be done.

I am not understanding. What exactly was OP expecting when getting a small dog, a young dog and working from home? “I have to work.” Duh. Did you think you would get the dog and not have to do anything?

My advice is to spend vacation time—a week or two—dedicated to housebreaking. My shelter dog was not housetrained and had severe intestinal parasites (which made him need to go very often) and I managed to train them in a few days of dedicated training.

Either way, have dog tied to your waist on a very short leash. Take it outside every hour, if it’s making whining sounds, or if it’s restless. As it’s peeing, say Go potty.

Eventually say Go potty as you take it outside and say it again every time it is relieving itself.

I had to take it outside every two hours in the middle of the night until the medicine started working as well. You might need to do this until it’s housebroken.

Then I started testing taking dog out every 1.5 hours, every 2 hours, and stretching it out.

It was difficult but worth it.
