This sounds very math-specific. There are a.lot of subjects for which that approach doesn't work.

To be fair, that’s why. The retake policy is for everyone but nobody thought about who would take advantage of it. It’s not the kids with low grades. Nobody considered the teachers and the workload the policy would involve.
back in the day the highest you could get on a retake was 80%...
