I don't think giving huge tax breaks to the Washington residents that Trump and Musk demonize constantly as the deep state would be remotely popular with any Republican voters.

I would be happy if DC is cleaned up to look presentable as a capital city and doesn't experience dis-investment as part of "revenge". Maybe local taxes could go away or be reduced?
How could they eliminate or reduce local taxes? The federal government isn't going to have massive resources for new law enforcement here, they're shedding staff in every agency. The administration wants to crack down on graffiti, move homeless people out of areas where tourists visit (they don't really care if homeless people live elsewhere in the city), and sell off federal real estate. And they also want to punish the District and the region for being the deep state and voting heavily for Democrats. That is not a recipe for actual local governance that anyone who lives here is likely to find particularly enjoyable.
