Baltimore County police have been hobbled with a “no chase” policy, even for violent carjackings.
Plus they now have so many other restrictions, they won’t help you and they don’t discourage crime anymore. Baltimore is dangerous gang territory.
Dulles is definitely the much safer option.
Have you actually been to Baltimore County? Much of it is pretty posh and very rural. I know anything with “Baltimore” in the title incites fear and hysteria, but really? Also, BWI is in Anne Arundel County.
I live equal distance from BWI and Dulles. Usually choose which one has the best time, route and fare. Surprisingly, United and IAD usually wins over BWI and Southwest, who loves to tout their “low fares,” but are often more expensive.

Are you implying runway 33 is less safe than other runways at National Airport?
NP but yes. It's closer to the helicopter routes.
The other shortway might not be used at all.
FYI, the FAA just issued a temporary halt to the military helicopters along the river.

GOOD!
The neighborhood children who fly drones in my neighborhood are more capable of managing their airspace than grown adults working at DCA. That is truly sad.

Take a logical step and turn it to scale. Take the number of people who died in that crash and average out the total number of times they fly in a year and the number of times they all drive or ride in a car per year. Give me accurate statistics or just answer the damn question: Dulles or BWI?

Yep. We live about the same distance from both and it’s Dulles only from here on out.

And if you take metro to get there, you will have significantly lowered your overall risk from the trip.
