I suppose it will have to go to the courts. On Monday, I expect these IGs will seek preliminary injunctions. Where this gets tricky, in my mind, is who pays for lawyers to do this? Obviously, the agency won't be permitted to provide counsel or cover legal fees. Do these individuals have enough to fight? I don't see any chance they could get relief by going to any other agency or OPM, for example.
