Realistically, it makes sense to keep as many nonessential people off metro and the roads and out of the federal core as possible for security and logistics reasons. Just like the Inauguration. Also, we are talking about once every 8 or so years, or 3-4 working days for someone who achieves full retirement as a Fed. If THIS is what has your knickers in a twist and not all the time spent preparing for almost shutdowns and having actual shutdowns, or the time wasted during Trump’s last administration trying to carry out his half a**ed ideas that were enjoined by courts, then you’ve been a Fed for about 6 minutes or are a troll.
FWIW— I would do this for every former POTUS, but because Carter actually lived his faith and was deeply involved in his church, I will be going to Mass on 1/9 if we have the day off. I think volunteering would also be an appropriate way to spend the day.
Keeping people at home makes sense for the reasons you describe.
However, my “knickers” aren’t in a “twist.” (Such a weird leap on your part.) But between the ridiculous shutdown nonsense and now this urgent need to use up whatever leave Trump is going to yank away from us before eliminating jobs, plus the urgency to finish certain things before 1/20, there are things I want to get done in my job.

The papers originally said 8 days from date of death to burial, which would have put the funeral on about 1/6. I’m guessing that since Congress is meeting to certify the election on 1/6, they intentionally pushed the funeral out so that he is not lying in state or having his funeral 1/6. They don’t want random people trooping through the Capital 1/6 to see him lying in state that day. It’s been declared a national security zone and they re bring in national guard troops from outside DC to certify the electoral count. So, they also won’t have the manpower to secure the Capital and a state funeral. Zero chance they are okay with thousands of extra people in the secured area in the Capital 1/6 (thanks MAGA!). Which would mean lying in state 1/7 and 1/8 and funeral 1/9.

How often does a President pass?
Ford in 2006 and George HW Bush in 2018. So averaging once every 8-10 years. Inauguration is on MLK Day this year, so not an extra day. It evens out.
