In the sense that Maryland is not doing what Virginia wants? You don't need inside knowledge for that. It's obvious to anyone who's paying attention, and I hope it continues. I don't think Transurban should be in charge of Maryland's transportation policy.
Well, the former MD governor made an “accord” with the former VA governor that MD would expand the bridge. This MD governor has flaked on that commitment.
