Not true for Jeff Cup. It was heavily enforced before Covid. They didn’t check during the 2021/2022 years but they are back on enforcing it. Team needs to hit the minimum # of rooms or team will pay fine or force to forfeit. Some other tournaments u can get away with but u never know with Jeff Cup.
Adding to this. This is one of the top 5 tournaments in the country. They reject over half the teams that apply. They thus have the power to enforce, and they do. They have a ready list of teams they rejected on a waitlist salivating at the chance to take to your team's place when you listen to someone who says its an "old wives tale".

Not all team are accepted to play in Jeff Cup. Teams shoot to be in the top brackets where the competition is tough and winning it is a big deal. Teams don't ask to be placed in a brackets, the tournament assign teams to brackets based on their records.
