Uncle Julio’s in bethesda is near the metro and plenty loud. There is also an original pancake house at bethesda metro that would work well.

Shouty adn bangy is well suited for food halls- Union Market, Western Market, Roost in the city. Others outside of it.

10 month olds don't need nursing on demand situations, privacy, etc.

While it is tourist friendly, the sections that I’ve been in have been business-luncheon quiet. It’s also a splurge restaurant for a lot of people, so this doesn’t seem like a thoughtful choice.

When I have been there (summer weekdays or weekends throughout the year) it's been quite noisy so a baby being chatty would blend in. Screaming or crying loudly would be inappropriate, but that is true at any restaurant.

I would add Ben's chilli bowl to the list... doesn't get much more casual than there!

No, these places are filled with other families being loud and enjoying themselves. It’s all good.

I don't think most families go to a restaurant with the INTENT of being loud, like OP is talking about. That's what's seems entitled and off-putting to me. I have young kids and we eat out at family-friendly, casual restaurants but my kids aren't making loud noises the whole time. Sometimes it goes poorly and we try to deal the best we can but mostly we are trying to set them up for success. I have eaten at a lot of the suggestions on this list and besides food courts where the acoustics just drone out noise and no one expects any kind of experience, I disagree on most of these.

Some like Old Ebbitt are sort of formal and many are not particularly cheap (or ppl are spending $ for a normal meal out).

OP my kids loved the Great American Restaurants when they were little. Pretty lively and food comes out quickly. There’s a Coastal Flat’s in Tyson’s.

There are lots of kid-friendly restaurants, but if your child is loud, please don’t count on the noise of other diners to drown them out. Two wrongs don’t make a right. Just take the baby outside until she is quieter. This is a super weird request on your part.

And all high chairs are approximately the same height.
