As soon as you said TK I guessed you were from California! East coast calls it prek. They’re the same thing!
My son is a lefty and does sometimes still write things…. Badly. We do lots of other fine motor practice to build his band muscles up - tearing paper, playdough, legos, wiki stick, a pencil grip when writing with a pencil, finger paint, paint with a brush, time to practice writing or drawing with lots of different writing utensils like sharpies, pens, and different types of pens. Now in 1st grade I have almost no concerns and he exclusively uses mechanical pencils to do his class work. His work is 90% legible unless he really doesn’t want to do the task.
You can always request an OT evaluation through the school.

We moved to California and it’s what the public schools offer here. I didn’t red shirt him, he was a week too old to start kindergarten last year so he did tk. That was his only option.
You mean a week too young to start K, right? In California public K has so many kids who can't even speak English, let alone write their letters and numbers. It will be fine!

He can identify the numbers and can write letters (not great handwriting though) so it didn't occur to me there could be something going on. His class art is also very poor compared to the other kids. What do you think?
It's good that he can identify the numbers!
My dc, who has fine motor skills delays, wrote like this in K. We did OT for a few months and saw a good improvement. OT also gave us advice on things to do at home to help practice. You could get your dc an OT eval-it's not terribly expensive and may be covered by insurance. My dc had fun at OT.
Might also consider an eye exam, just to make sure he doesn't need glasses. That's easy and inexpensive enough to do.
