My dc, who has fine motor skills delays, wrote like this in K. We did OT for a few months and saw a good improvement. OT also gave us advice on things to do at home to help practice. You could get your dc an OT eval-it's not terribly expensive and may be covered by insurance. My dc had fun at OT.
Might also consider an eye exam, just to make sure he doesn't need glasses. That's easy and inexpensive enough to do.
