My kids have been swimming for over a decade now and we've never had a theme or seen a team with a theme for a B meet. Our intra-team meet at the end of the season has the same theme every year, but that's it for B meets. Meanwhile every A meet has a different theme and kids work on costumes after practice on Fridays.

Our NVSL pool does themes for B meets, that way the entire team can enjoy the fun rather than the select few who swim on Saturdays. I'd say the team is usually about 50-50 leaning especially towards the young swimmers having fun with it and when they are it's still pretty laid back.
