Berkeley is not guaranteed for top students. UC Berkeley received >124,000 applications.

Rice ain't no Stanford. If Stanford were a dream school, Rice is a fallback school. In fact, I'd say it's a fallback for UT Austin that's more affordable.

Engineering is hard, but that is true at most T20 schools. My nephew graduated two years ago and did a social science major and math minor and graduated with a high GPA. He’s incredibly smart, top of class at non DC top private in NYC area. He did not find it insane challenging but he is a hard worker and put in the hours. He did have a bit of trouble finding his first job, he graduated without a plan. But he wanted to be back on east coast and found something by the fall.

Size of the school adds to day to day struggles in state flagships. Also other than few desirable majors, its easy for good students to get into state flagship compared to crapshoot at T20.

Rice vs UT is pretty much like Stanford vs Berkeley. Admission to public is pretty much guaranteed for top students and cost is lower. T20 admission is a lottery and cost is high. If you are on financial aid, both are free so decision is easier.

My nephew was Business Honors/CS Honors admits at UT but instead did Econ/CS at a T20, loved his college experience and lucrative job outcome, his best friend took UT offer due to affordability, wasn't happy with the college experience but got similar job on Wall Street. Both had to eventually go for MBA to advance careers so its not like UT business gave any advantage. You might as well study what you want and where you want it, if you can afford it.

It might depend on the major but, all things being equal, Rice for the superior UG education.
