UVA has become more careful about the number of people they accept in the original process because they don’t want to be over enrolled. This happened a bit several years ago (several hundred more than goal) with TO, and they don’t want it again. That’s why they’re going to the WL earlier than some other schools.
Also, UVA has 10 waitlists, two for each of five undergraduate schools, one for instate and one for OOS. This means that you may know some kid who gets off the waitlist with an SAT of1300 while your kid doesn’t, despite their 1500. The difference? The first kid applied to the education school and your kid applied to engineering.

I think some posters were responding to the PP who asked - incredulously - which schools students could *possibly* prefer more than UVA. And so they were answering. Hardly "passive aggressive," unless you're overly sensitive.
