There is a mom on this site whose daughter developed debilitating autoimmune symptoms linked to the vaccine. Yes, for most kids there are no side effects whatsoever. But for families with a serious history of autoimmune issues, the calculus can be more complex.

That’s a bad choice considering how many kids have sexual contact before then.
It’s not a bad choice. If you have a good relationship with your kids, trust them to do the right thing, and not have sexual contact before then.

To other questions on this board, my daughter has actually asked me what mumps, measles, and lockjaw do (or could do) and has asked me why so many people used to die of smallpox and how it spread so much. She wants to be a vet or biologist and is generally curious so that might have shaped some of the conversation.
I don't understand why you can't answer the questions she might have about this vaccine, then. What question is it exactly that is stumping you?

My dd had her vaccine at 14 and she already had HPV. The pediatrician said it was becoming more common in middle school so they changed the age to about 11 years old.
