The 12-year old was arrested after being shot. The news report says the three teens were seen celebrating after the murder last fall.
They may not have known it was wrong to do what they did.

Mr. Bike Lane Hater, today is your day: "Mayor unveils “Bike Free DC” plan
Shouting over the cacophony of rush hour traffic, Mayor Bowser unveiled her Bike Free DC plan at a press conference on L Street NW this week. The plan sets ambitious goals to shift bicycle mode share to 0% by 2030. “We have a tremendous opportunity to spur economic activity by ensuring motorists can get to where they need to go faster. Bicyclists and bike lanes too often obstruct what would otherwise be pristine road, ripe for burning rubber.”

The parents should absolutely be charged!

Likely none. Doubtful they’ve been to school regularly
They had to be enrolled somewhere. I live in Ward 4 and have kids in elementary school and would really like to know.
They all had excessive absences that’s why Bowser came out and said she’s going to hold parents accountable for their kids truancy.
So, fine the parents. They won't pay. Jail the parents. Now the kids get to play GTA until they are officially adults at 21 (except when it comes to commiting crimes, you are a juvenile until 26.)
This solution sounds fantastic. Only the mind of a dedicated government employee could have found it.
That is truly unbelievable. If one is a "juvenile" until they are 26 in DC, it should be across the board. No one under the age of 26 should be allowed to
get married
sign a contract (including renting/purchasing houses and cars-or even just getting a gym membership)
live on their own (must have a parent/guardian)
rent a hotel room
buy alcohol or tobacco
consent or seek any medical treatment, including obtaining birth control or abortions, without parental permission
have a bank account, loan, or credit card without an adult (over 26) co-signer

Under DC Code can only be held until 21, unfortunately. Same age girls killed the Uber Eats driver. One got held until 21, other got home confinement. Killing with bare hands and feet used to be a crime not committed by girls. Utterly horrifying.
Neighborhood knows who the man in the blue jacket is, likely are afraid of him.
Has their gang been named? Not enforcing truancy laws leaves kids at the mercy of very dangerous and violent people. Was this an initiation kill? Or just a thrill kill?
Heartbreaking for the poor elderly disabled man and his loved ones.

If the court transcripts are public, it’s likely mentioned there. All of the teens involved were reported to not have attended school the 3 weeks preceding the murder.
Juvenile court isnt' public.
