This is complete bologna. Yes, you can go to graduate school from one UC to the next but it’s not easy. And transferring is difficult into the top UCs (of course exceptions where grades are stellar)

It honestly seems pretty loserish for a kid to go from say Bethesda to Davis to major in polisci or whatever. If you told me they were really into veterinary science, or agronomy, or really wanted to relocate to California- sure.
