Having a principal that is not coming back after being on leave and a vice principal that announced retirement around the same time is really suspect. I don't think the Vice Principal announcement is "suspect" at all given the reason provided int the email that went out to Westbrook parents.

Ok drama llama--I don't have kids at Westbrook, but question your assupmtion that having a principal on leave threatens the safety of your child. Why don't you email whomever is acting for the principal and ask? Or better yet, join the PTA and ask someone there.
