Aftercare would be fine, but that's not an option for all kids.

CPS takes custody of the kids. They may investigate as to why the child was not picked up and may also launch investigation as to the possibility of child abandonment.

No teacher or childcare wants to call CPS, but at some point if it becomes a pattern of late pick ups then they need to be notified.
