If you recall them, you don't get better candidates. You actually need better candidates. Those candidates also need to be better than those you just recalled. Because they get to run in any special elections, meaning that you might recall Nadeau or Allen (unlikely on both!), but then they can just win in the new election (https://ballotpedia.org/Laws_governing_recall_in_the_District_of_Columbia).
What a colossal waste of money and time that would be... though that's probably the point of all this, like the "filibuster."
