+1 Maybe have county exec and council members walk the halls, too, so they actually see what's going on in schools before they make decisions about what to fund or defund for the schools.
Maybe the bathrooms in the county and MCPS admin buildings should be locked so they have to use only one or two, and give them like 5min to do it. See how they fare.

Our PTA has tried to address this issue at our high school.
But there is not much we can do. There is not enough staff to monitor all the bathrooms. We can’t hire more staff, that is not allowed.
Kids are vaping and smoking weed in our bathrooms. So it is easier to just close them. Again, not much parents can do about that.

Should make the toilet paper roll the bathroom pass.

Quoting myself, does anybody know why Sherwood is boarding up so many of the bathrooms? It is causing my daughter anxiety because they have very limited time between classes, she does not like to be tardy and she’s nervous about her upcoming period.

Stories of students gathering to vape in bigger stalls, locking door and any kid that comes in to actually use a toilet is told to leave. Don't think students are making this up.

Sounds like something out of a village from another part of this world. Hand soap often not replenished, no tampons. Make sure you send your kid with TP and soap!

Our school doesn't lock the bathrooms, but my kid has complained about other kids climbing into them while they're in use.
