Do not make your teen suffer because you had an oopsie. You made a baby, you keep baby in your room or you move to somewhere that can accommodate your whole family - not just the new baby.

I wouldn’t be having a baby.

My two kids were born when my husband and I lived in a ONE bedroom, OP. We all shared the same bedroom. DC2 was in the bed with us, and DC1 was in his crib at the foot of our bed. DC1 was 5 when we moved to our house.

I'm not grasping why you can't keep sharing one room with your baby for your teen's remaining two years in your house. Easily doable. I wouldn't move the teen from their comfortable bedroom, unless they WANT the basement, in which case of course make it safe and comfortable!

I would ask you a teenager what her preferences and go with that. And if she wants to move to the basement, try to spend real time with her and share the excitement of her moving into this space and making it her own. I am assuming she will be, losing a lot of your focus, quite understandably, when the baby arrives, so especially good to bond with her now, share time together, and make any transition well before the baby arrives so she doesn’t feel she is getting the boot.
