No, this is not true. Only a few schools give much need-based aid to internationals, and they can’t get any federal aid.

In State- 13% of applicants, 27% admitted
OOS- 65% of applicants, 27% admitted
International- 22% of applicants, 9% admitted
23% admitted overall
I'm surprised by the low in-state applicant pool

No. I have never heard of foreign students getting more money than domestic Americans. Just the opposite is true: At all but a few wealthy colleges, overseas students do not qualify for any financial aid. Furthermore, some private colleges are trying to keep prices up and the market "hot" by actively recruiting full pay students from overseas.
