Scare tactics don’t work well. You are right, but you can definitely threaten and guilt them.

I’m not even joking either. If you’re concerned about your kid not being smart enough to turn down drugs/alcohol. You shouldn’t let them go to college, and let them know they’ll get 0 assistance if you don’t think they’re mature enough/have enough commonsense
FYI - they can still get a certain loan type w/o your info. And the loan & grant types they can't get without your information they probably wouldn't qualify for anyway based off HHI for most folks in the DMV.
Plus, private loans.
