Bethesda and others mentioned above were DA for the boys and ECNL for the girls, prior to ECNL really pushing the all-in stuff. To my knowledge no club has had BOTH ECNL boys and girls and then pulled their boys program to MLS Next.
There are plenty of others like this outside of DC. ECNL would look weak and hypocritical to apply a different standard to Arlington or NVA United. Just plain dumb. Let's also remember that Loudoun was DA for boys. As was Richmond. Etc etc etc.
ECNL will NOT allow you to have your top team in MLS next and second team in ecnl. They removed PDA and FC Delco out of ECNL. It's a fact!
