Tours conducted by for profit companies are private not government tours even if they have 30 guests.

Not PP here, but private tours usually means it is just your family/traveling group. I like meeting others on small tours (like a van with 8 people). Makes the day more fun and interesting (think wine tasting or food tour).

I did tours in Tuscany, because I did not want to drive myself there (so I could relax and enjoy the scene plus parking is difficult there). For the countryside, you need to. Plus, it allows for wine tasting.

For Pompeii, you definitely want a guide. And since I only had one full day in Venice, I wanted to maximize my overview (so took a guided walking tour). I wandered around the Lake district by myself, using boats, trains and buses.
