Colleges are not hiring their bottom people for front-facing Admissions roles.
HR is a good place to look for jobs. There are usually clear progression plans and far more chief people officers are becoming CEOs than ever before.

Bottom decile at any college = human resources and public sector (feds) and the college itself hiring you to work in a low rung office like admissions or financial aid
