Their boundaries are segregated and set up to exclude low-income students, so probably not much compared to the rest of the county.

I wouldn't say failing so much as one that is racially different than 20 years ago. It's the same district and is doing as well as ever. The only real difference is the test score averages are a reflection of changing demographics.
