Even if you went to a resort with all the bells and whistles, you don’t have to go on a water slide or drink a boozy drink. Do the activities that work for your family and avoid the others.
Plus 1 to all 3 of these.
If you are willing to pay 25k , you wont go wrong with spending on AI. And with kids having an array of restaurants on site is a huge convenience time wise and variety wise.

If you want to keep it simple and easy, with that budget you could rent a beautiful property on the beach in either Anna Maria island or Longboat Key for a week. Stunning beaches, plenty of great food options. A little aquarium and playground for the kids, some shopping for the adults.

I haven’t been since I was really young / don’t remember these well, but what about Puerto Rico or US Virgin Islands? I assume those would be warmer than FL but still wouldn’t require passports.

Check out FDR resort in Jamaica. Super family friendly and everyone is provided a nanny for their visit, so you can spend time independently with each kid. It’s small and not fancy, so no big water slides, etc. Nice clean calm beach though. And you can get direct flights.

Make it easy on yourself and do FL...one quick flight.. No passports. Club Med or any Hotel with kid's club.

I would go to Sarasota. The beaches are beautiful, and yes it will be warm enough but it's not a college spring break destination, so no crazies. There's a lot of great things to do with kids-- aquarium, botanical garden, Myakka River State Park, Jungle Garden, Sailor Circus, lots of playgrounds. My parents lived in Sarasota when my kids were little and it was a great place to visit.

The Beach Club Resort, WDW. Has a 3 acre water park on site including a huge children’s sand pool and a small sized pool slide (as well as a large one). Great place to spend time together as a family with the included lazy river and afternoon organized pool games. Free fireworks can be seen each night from the property too.
