In New England, it's done by town. This results in a lot of duplication of administrative services and added bureaucracy. It also creates a lot of have an have not areas since wealthier areas inevitably have more resources to fund schools whereas poorer areas are on their own.

Posts like this should be ignored. There are larger trends that impact schools but that doesn't mean your kid can't get as a good or better education at any of these schools than 30 years ago. It just comes down to whether you and your children prioritize learning.

Yes it's by town or city, or sometimes two smaller towns will team up and have a joint district.
