As I said, people may not have liked them, but yes they did know what they were doing and the departments worked together. Just because you don't like what they proposed or did does not mean they weren't competent. Duran's staff has expanded too broadly, is full of incompetence and/or laziness, and the departments not only do not work together - some refuse to work with the other departments or coordinate anything.

I'd say just about all of them, from it looks like from the outside.
Nobody knows what DEI office does/is doing/is supposed to do, including people I know in the other Syphax departments.
As evidenced by the school boundary delay because of some big plan the academics department was unveiling, I'd say academics and planning and eval are not in sync. Looks like Planning and Eval was moving along with what they were supposed to be doing but Academics took a year to come up with - what? - essentially the same thing we have now but throw in some additional middle school extensions of the high school programs and not even suggest where they would be located. And where is facilities and transportation? Everyone was demanding a list of schools needing renovation when the planning department was considering using NES as swing space. So where was Facilities and Operations' list?
Regardless of what people thought about the previous admin with Chadwick, Nattrass, Stengle; they all at least seemed to talk with each other and work with each other to come up with their plans together rather than all this piecemeal nonsense that gets interrupted for another piece that then goes nowhere.

They were competent. They worked together. They showed up. They were accessible. Central office worked as a team. Despite their boss.
"The cabinet" is full of incompetent or just ignorant or just plain lazy people. They don't work together. They aren't in the office. They aren't accessible. Despite their boss? or because of him? Hard to tell.
