Why are you shocked? The Biden admin (and most democrats) loves illegal aliens that sneak in from Mexico (and will even help them by removing the slightest impediment to freely crossing, like fences, barbed wire, etc.), and then later grant them DACA, etc. But if you're not sneaking in en masse - then no DACA for you!
