If you're ever wondering if X is in or out, just Google what's on the runways. Fashion buyers look at the runways for buy/sell/hold cues. If something is on the runways now, within a couple seasons you'll start seeing it on the streets. I don't mean *exactly* what's on the runways, but the general look and feel at a more mass market scale.
We are now 5 seasons past when knee high boots were dominant on the runways, which means they are now mainstream enough that only really fashion-oblivious people will challenge you.

Tall boots are never out. They are a cold weather fashion staple. Wearing them over skinny jeans or leggings with a tunic sweater, infinity scarf, and big floppy hat is a dated look, but the problem is not the boots.
