It’s “allowed” because school systems can’t stop humans from being ill and will not commit the funds to increase sub pay enough to actually bring in a sufficient number to cover sick teachers.

Do you mean how dare she/he take the day with her PERSONAL time? Is that what you mean by allowed? Get over yourself.
