My husband got his engineering degree at Mason. Plenty of students of all backgrounds in that program.
Sadly, many of them couldn’t write a coherent sentence, which I found out through editing the group project write ups for my husband.
His “favorite” classmates were the ones who wouldn’t shut up about being TJ grads. My husband barely passed HS, joined the military, then went back to school. Guess who had the better grades?

JMU folks are not necessarily "above" GMU and VCU, but that is the current admission reality right now. Right now, it is harder to get admitted to JMU than to GMU/VCU. Sorry that bothers you.

OP said money is a big issue.
There are a lot of in state alternatives in VA, below GMU, JMU. They can go to one of those.
Or, go to your local community college and transfer. That might be the better option for a kid who has learning issues.
CSUs out of state tuition is around 19k.
Can the California people stop suggesting California for a DC area kid with learning issues?

^^ This.

Not a remote chance a kid will get into JMU with a 2.7. Ever. Maybe the other two, maybe, but take JMU off the table.

not to derail OP's thread, but I had never heard this term before. Maybe I'm just old. I'm 53.
