It is, but the reality of admissions is that yield doesn't always work out as planned, and some people do pull out over the summer leaving gaps the schools want to fill. They usually will not, however, go back to the pile they rejected to fill those spots. They hope for a few summer transfers and late applicants who are a better fit than the denied pile, and often they will get that. Some schools even leave a few empty seats because they know they will get a few applicants who moved over the summer, usually from abroad.
