Actually Fairfax County has some areas that have addtional taxes that others do not. These include transportation zones and Mclean and Reston get whacked on community centers. Reston got it to fund a county floated construction bond that was paid off in maybe 1999. No regionally local charges for Mount Vernon HS converson, Laurel Hill etc.
Herndon and Vienna have town taxes. Reston and Mclean are not towns. https://www.fairfaxcounty.gov/taxes/real-estate/tax-rates
Some areas of the county have much nicer amenities that other parts, and they have taxing zones to cover those amenities. I'm sure people in the southern part of the county would be fine with the yellow line extending south instead of the silver line west.
