+1 for Minnesota. They give good merit to OOS. My son got $15,000 per year this last cycle for CS. He had a 1380 an a 3.7 unweighted with 6 APs, to give you an idea. I imagine higher stats would get more.

Not In State but my DS got huge merit at a SUNY. I heard they are trying to bring in more OOS.

WVU is a big party school.


He was accepted into honors program at UMD. He took the full academic ride to WVU. Kid is not a partier and has found his smart non-partying peeps.

WVU is beautiful and offers a more traditional college town atmosphere.

This is not the same.. Very limited in number, very competitive and nowhere near the equivalent of "OOS offering instate tuition for OOS kids".
