You can see on this image that if a balloon is launched from central China, the prevailing winds will take it on the path these objects are taking. Since these objects don't have their own propulsion, they are at the mercy of the prevailing jet stream. The jet stream isn't going over those cities.

However, this current object which was over Montana yesterday and is now over the Great Lakes today is on a direct line to go over 2 major Canadian cities, Ottawa and Montreal.
