No. Schools don't report these things to colleges. It's upto the student to do that. I'd talk to a college admissions counselor if this can be leveraged strategically in the application process. If not, don't bother reporting. Given his GPA, I don't think you'll be targeting top schools anyways..
I've known kids who cheated on tests (part of a cheating ring), get penalized by the school but got into top schools. Obviously they didn't report it.
