The reality is that such a program requires serious public investment to implement. As pointed out, this requires major healthcare resources out of an already strapped and understaffed system from the ground up, meaning investing not only in expanding facility beds and staff, but also even funding tuition for education programs, funding the actual education program itself as we don't have enough.


Education programs are not needed. They only need maintenance care - shelter, a bed, three meals, and whatever form of medication that controls their behavior to some extent. My brother is an alcoholic who has never worked but somehow receives Federal disability because a psychiatrist diagnosed him with "random psychosis due to alcohol abuse." He lives in an apartment, watches TV all day, walks to a nearby Safeway for cigarettes, beer and wine and a small amount of food. We bought the apartment but it has to be deeded to Medicaid should he die because he also receives Medicaid benefits. The only benefits he uses, are the police trips to the ER where he is patched up after falling down in a drunken stupor. Our poor cleaners clean the apartment once a month to control roaches that had been getting into other apartments. He would not come to Thanksgiving dinner although our families, particularly my DH's mother, have been exceptionally kind and tried to be helpful to him. He came over the day after Thanksgiving, and I had to clean the sofa where he sat because his clothes and body are filthy. We have tried everything and see him often, but many people can't be helped.
