His name is Hung Cao.
He also has the most eye-catching and ubiquitous candidate signs that I've ever seen. I don't even live in that district, but I noticed his signs and remembered his name. Wouldn't vote for him, even if I could, but his campaign manager is genius.

How much more conservative is the new district from the one Wexton won? I’m sure she could win in Gerry Connolly’s district if he retired. Not sure about a district that skews further west and south of the old district. She seems like a candidate for Ashburn or Fairfax.
