I don't think that comment is true, but people with great bone structure can get away with less hair around their face, for sure. I know some women who don't have great facial features but have nice hair, and they definitely (understandably) lean into that, growing their hair out and poofing it around their face. If they got a pixie, they wouldn't look very good.
