Clearly there have been decades of wordsmithing and position taking and formalities intended to ensure that the question both has no answer AND each side can credibly claim that it does.

The UN takes that stance because China has a seat on the Security Council. If it were put to a vote, Taiwan would be in. Why does China have a seat on the Security Council?
