You are correct. MDTA takes care of the ICC… merely 2 officers at once for all 17 miles. But more importantly, the OP mentioned multiple instances, not just the one on the ICC.

BTW when I was young I was cruising 85 left lane and a guy tailgated me up to 120 mph. I was not getting over. Funny part it was way early in a Sunday so all lanes open.

I was in a 17 year old car with 110k miles on odometer so surprised it did not blow up.

Today I was almost run off the road on 370/ICC near RIO by someone who wanted to race. He tailed then flashed his lights at me to move out of the left lane. He wanted to go 70-80 MPH.

Regarding the ICC moyorcycle crash, does anyone else suspect the police brake checked him? The motorcycle driver must have been going too fast but may have still been alive?

yeah so sure OP is at fault, and not the driver who tailgated at 80MPH and then passed her on the shoulder! GTFO.
The rule is not "10 miles over keep left" it's "slower traffic keep right" - ie, it's relative.
I'd like an explanation from OP on how it was possible for the other driver to go 80mph in the left lane, while it was heavy traffic (basically bumper to bumper) on the right.
More than likely, OP wasn't checking her mirrors and paying attention to someone approaching, and thus wasn't looking for opportunities to move over. And it wasn't that heavily trafficked on the right.
MD does not have a left lane law.
In any event, it’s obviously not the “rule” that the left lane belongs to whoever speeds the fastest. The fact that this driver pulled such an unsafe maneuver passing on the shoulder shows they were the problem, not OP.
It is a common, unwritten rule pretty much everywhere.
This post is like a prime example of why Maryland drivers have the bad reputation that they do. They either have a death wish like the other driver, or they're clueless, unaware drivers like OP.
