I had zero issue with the school being 82% instate. I made plenty of friends. Those numbers have been set since the 80s and apply to all schools in the NC state system (ECU, NC State, UNCW, etc.).
Wisconsin-Madison is the first school that comes to mind that is very close to UNC. My cousin’s daughter was denied at UNC and ended up in Madison after being suggested to apply there for the similarity and she LOVED it. She just graduated and is staying there.

Virginia Tech was a hard admit this year, so not sure that's guaranteed either.

PP here. Right. I didn't see the SAT score. OP's kid has zero chance at UNC and not much of a chance at UVA either, in state legacy or otherwise.
I'd go for UW-Madison.

You know the GPA is completely school dependent, right? UVA wants to see a kid at the top of their class with good grades in the most rigorous courses. That various from school to school. Also, the SCHEV stats are senior year GPA - kids taking a ton of AP see their GPAs jump significantly in junior year and again in senior year.
Also, anyone touring (virtually or physically) knows the UVA is every, every clear that kids should go test optional. The current SAT scores are inflated for that reason and have been for the last several years.
